海洋委員會海洋保育署於113年8月27日至28日在台北舉辦為期2天之「APEC第23屆企業/私人部門參與海洋環境永續性圓桌會議」，在本屆會議主題「透過海洋保育追求經濟永續性與韌性」下，透過兩大議題：「海洋保育下的經濟與社會韌性」及「以保護區域為基礎之永續經濟成長」，共4場次及圓桌論壇，與國內外產、官、學各界進行經驗分享與知識交流。我國藉由本次會議的討論擬訂政策建議文件，將提送APEC各經濟體參考期為亞太地區之海洋永續發展做出貢獻。
本屆圓桌會議由海洋委員會管碧玲主任委員與APEC海洋與漁業工作小組（OFWG）Ms. Mónica Rojas Noack主席發表開幕致詞，並由海洋保育署陸曉筠署長進行會議介紹。來自加拿大、印尼、韓國、馬來西亞、紐西蘭、菲律賓、美國、越南等APEC會員經濟體及國內專家學者，針對兼顧海洋保育與永續經濟發展的政策及方法，進行知識分享與案例探討，吸引超過百位產官學各界等代表實體及線上參與會議。
針對第一天主題「海洋保育下的經濟與社會韌性」，海洋保育署邀請之國外講者包括：韓國海事研究所Jungho Nam資深研究員、印尼海洋事務和漁業部Rahmadi Sunoko資深政策分析師、加拿大戴爾豪斯大學Maxine Westhead海洋事務計畫主任、Oceans 5 Yuen Ping (Apple) Chow亞洲計畫經理、菲律賓海洋環境與資源基金會Monique Mercado-Vicentillo空間規劃顧問；國內講者則有中國文化大學景觀學系張琪如主任、國立中山大學海洋事務研究所張懿教授，以及國立臺灣海洋大學海洋事務與資源管理研究所郭庭君副教授等人，分享透過海洋保護區域促進永續成長之成效，以及如何藉由海洋科學為基礎的保育措施促進社會溝通。
會議第二天以「以保護區域為基礎之永續經濟成長」為主題，邀請出席之國外講者有：紐西蘭保育部Mandy Leathers資深國際顧問、越南農業與農村發展部漁業司科技與國際合作處Nguyen Thi Phuong Dung處長、世界自然基金會馬來西亞分會Chitra Devi海洋計畫主持人、美國大法羅隆與柯德爾國家海洋保護區Maria Brown總監；國內講者包括：連江縣政府產業發展處張壽華副處長、國立臺灣史前文化博物館蔡政良館長、國立中山大學海洋事務研究所劉子銘副教授、農業部水產試驗所陳均龍研究員、洄游吧黃紋綺創辦人、島嶼民族科學工作坊夏曼·藍波安創辦人等，共同分享海洋保育下的創新與永續行動，並從傳統知識與多元涵容的視角，探討海洋保育與永續成長。
海洋保育署陸曉筠署長於會議閉幕時表示，感謝APEC會員經濟體，以及實體與線上與會者的踴躍參與及支持。藉由本次會議，與會者了解到透過海洋保護區（MPAs）與其他有效區域保育措施（OECMs）促進海洋環境永續與韌性發展之政策與解方，並有助於我國實踐APEC「小規模漁業及水產養殖路徑圖」，我國也將持續為全球與亞太區域的海洋環境永續發展做出貢獻。
海洋保育署在8月29日邀請國內外與會貴賓進行實地參訪，地點包括：新北市政府海洋資源復育園區、卯澳漁村及基隆市和平島公園，認識我國漁政單位協助卯澳灣海洋資源管理與復育，在保護生物多樣性、海洋資源永續之餘，兼顧當地社區居民權益，並由在地導覽向國內外貴賓介紹海女採集文化，呼應圓桌會議提及之區域發展兼顧生態的措施與案例，提供我國在地利害關係人與會員經濟體專家交流之機會，也讓與會外國專家對我國致力於海洋資源保護之各項工作，留下深刻之印象。
The Ocean Affairs Council hosted the 23rd APEC Roundtable Meeting on the Involvement of the Business/Private Sector in the Sustainability of the Marine Environment in Taipei on August 27-28, 2024. By aligning with the main theme of this meeting, expert speakers and participants discuss the issues of promoting sustainable development of coastal communities and small-scale fisheries through area-based marine conservation efforts. The deliverables of this meeting have been compiled into the policy paper, which is conducive to advancing the sustainability of marine environment across the APEC region.
Dr. Bi-Ling Kuan, Minister of Ocean Affairs Council and Ms. Mónica Rojas Noack, Lead Shepherd of APEC Ocean and Fisheries Working Group (OFWG), delivered opening remarks. Dr. Shiau-Yun Lu, Director-General of Ocean Conservation Administration also delivered host presentation during the opening session. Experts from Canada, Indonesia, Korea, Malaysia, New Zealand, the Philippines, the United States, and Viet Nam, together with domestic speakers shared policies, case studies and research on integrating marine conservation with sustainable development of coastal communities and small-scale fisheries in the context of area-based measures and inclusive approaches. The meeting attracted over a hundred representatives and participants from businesses, governments, and academia, both virtually and in person.
Director-General, Ocean Conservation Administration, Dr. Shiau-Yun Lu, expressed her gratitude to APEC member economies and all participants for their active exchanges and discussions in the meeting. Participants of this meeting have learned about policies and solutions to promote the sustainable and resilient development of the marine environment through area-based conservation measures, including marine protected areas (MPAs) and other effective regional conservation measures (OECMs). The deliverables will help Taiwan further pursue the sustainability of marine environment, and contribute to the “Road Map on small-scale fisheries and aquaculture 2022-2027”.
