113年度例行監測結果,海域監測(105點)以pH、溶氧、重金屬鎘、鉛、汞、銅、鋅等7個項目計算達成率,總達成率為99.93%;分區代表測點氨氮、礦物性油脂、生化需氧量、大腸桿菌群等11項統計達成率為99.75 %;強化調查海域(20點)以pH、溶氧、重金屬鎘、鉛、汞、銅、鋅等7個項目計算達成率,總達成率為100.0%,整體而言,113年四季海域水質狀況普遍良好,除第一季烏崁海域、外垵4海浬外、蘭嶼氨氮超標,富岡港外、知本溪口、北港溪口一大腸桿菌群超標;第三季大鵬灣灣內-1大腸桿菌群超標;第四季大鵬灣灣內-1與大鵬灣灣內-2氫離子濃度超標,部分測項偏高或偏低主要受東北季風影響及颱風影響,河川出海口鄰近測站則受河水水質影響,其餘皆無異常情形。
113年度海灘水質監測結果顯示,除屏東縣青洲灣(大鵬灣遊憩區)受高屏溪及東港溪污染及潟湖地形影響造成水質不佳、小琉球花瓶岩受風浪、降雨量及遊客人數影響造成水質不佳,其餘海灘水質狀況大致為優良,並無異常情形。113年度臨海掩埋場海域水質及離岸風電海洋風電區海域水質監測結果皆無異常情形。
113年度機動監測結果,東部不明油污追蹤監測、左營軍港業務稽查之海域水質調查、高雄摩西分海海域水體追蹤監測、琉球嶼臨海海域水質、澎湖內灣水質監測、凱塔貨輪擱淺事件追蹤監測及鈺洲啟航貨輪擱淺事件追蹤監測皆無異常情形;巴貝多籍貨輪擱淺事件追蹤監測結果顯示船艙內pH有超標之現象;113年例行監測超標項目增測結果,雲林沿海及東石布袋沿海部分測站之總磷仍有超標情形,其餘皆無異常情形,建議持續監測。
Abstract
In the 2024 Taiwan seawater quality monitoring project, the 105 routine monitoring sites achieved a 99.93% achievement rate, calculated based on 7 parameters including pH, dissolved oxygen, and the heavy metals cadmium, lead, mercury, copper, and zinc. The regional representative monitoring sites recorded an achievement rate of 99.75%, calculated based on 11 parameters including ammonia nitrogen, mineral oils, biochemical oxygen demand, and Escherichia coli, recorded an overall achievement rate of 99.75%.
Additionally, 20 additional enhanced investigation sites have been monitored since the second quarter of 2022. In 2024, these 20 enhanced investigation sites achieved a 100% achievement rate, calculated based on 7 parameters including pH, dissolved oxygen, and the heavy metals cadmium, lead, mercury, copper, and zinc.
Overall, the water quality across all four seasons in 2024 was generally good. Exceptions included ammonia nitrogen exceedances in the first quarter at Wukan, Wai’an 4 nautical miles, and Lanyu; E. coli exceedances offshore Fugang Fishing Port, Zhiben Estuary, and Beigang Estuary; and in the third quarter, an E. coli exceedance at Dapeng Bay Inner-1. In the fourth quarter, exceedances in pH were recorded at Dapeng Bay Inner-1 and -2. Variations in certain parameters were primarily influenced by the northeast monsoon, typhoons, and the near estuary sites were primarily influenced by the river water quality.
16 beaches were monitored in June and July, 2024. The results indicated that, except for a few sites, water quality was generally excellent. The exceptions included Qingzhou Bay in Pingtung, where water quality was affected by pollution from the Gaoping and Donggang Rivers and lagoon morphology, and Vase Rock on Liuqiu Island, where water quality was impacted by wind, rainfall, and tourist activities.
The 2024 water quality monitoring results for 11 coastal landfill sites and offshore wind power farms showed no abnormalities.
In the 2024 mobile monitoring, investigations of unknown oil pollution in eastern Taiwan, water quality inspections of the Zuoying Military Port, water tracking in the Kaohsiung Moses-Parting Sea area, nearshore water quality around Liuqiu Island, inner bay water quality in Penghu, and follow-up monitoring of the grounding incidents involving the Keta and Yuzhou Qihang cargo vessels revealed no abnormalities in water quality. However, follow-up monitoring of the grounding of the Barbados-flagged cargo vessel BLUE LAGOON showed pH exceedances inside the ship’s hull.
Additional monitoring of exceedances parameters found in routine monitoring revealed that certain sites along the Yunlin coast and the Dongshi-Budai coast continued to show exceedances in total phosphorus. It is recommended to continue monitoring these areas. The remaining monitoring sites showed no abnormalities.
