本計畫為防治海洋污染及保護海洋環境，推動海洋環境管理及維護作業，強化地方政府海洋污染應變能量及落實海洋廢棄物處理相關工作，並透過績效考核作業，督促地方政府強化海洋污染資材準備、維護及購置，鼓勵地方政府持續提升海洋環境保護效能，以展現中央及地方政府守護海洋環境之決心。113年6月15日配合國家海洋日，完成112年度海洋環境管理績優縣市頒獎作業。受獎單位海洋第一組臺中市、臺南市及桃園市。海洋第二組新竹縣、新竹市、嘉義縣、屏東縣與嘉義縣。海洋第三組宜蘭縣、金門縣及澎湖縣，展現對於海洋環境管理工作優異表現。另外增列2個優等縣市，新北市與臺東縣為表彰112年度協助海洋污染緊急應變辛勞與付出。113年度地方政府現地考核工作，於113年6月5日辦理現地考核說明會，113年7月16日進行首場宜蘭縣考核行程，8月28日完成所有縣市現地考核工作，過程中受評縣市展現其海洋環境管理績效與創新，及平日對於應變資材與設備操作演練及維護保養工作的努力。114年度海洋環境管理考核計畫因應海洋污染防治法修訂，於113年10月21日辦理線上研商會，聽取臨海縣市意見進行修正，業於113年11月5日完成核定版函文地方政府。
Abstract
This project aims to prevent marine pollution and protect the marine environment, promote marine environmental management and maintenance operations, strengthen local government capabilities in responding to marine pollution, and implement related marine waste disposal work. Through performance assessment operations, it urges local governments to enhance the preparation, maintenance, and procurement of marine pollution materials, encouraging them to continuously improve the effectiveness of marine environmental protection, demonstrating the determination of both central and local governments to safeguard the marine environment. On June 15, 2024, in conjunction with National Ocean Day, the award ceremony for the outstanding counties and cities in marine environmental management for the year 2023 was completed. The award-winning units in the first group of marine were Taichung City, Tainan City, and Taoyuan City. The second group included Hsinchu County, Hsinchu City, Chiayi County, Pingtung County, and Chiayi City. The third group comprised Yilan County, Kinmen County, and Penghu County, showcasing excellent performance in marine environmental management work. Additionally, two more outstanding counties and cities, New Taipei City and Taitung County, were added to recognize their hard work and contributions in assisting with emergency responses to marine pollution in 2023. The on-site assessment work for local governments in 2024 was conducted with an explanation meeting on June 5, 2024, and the first assessment schedule for Yilan County took place on July 16, 2024, with all counties and cities completing the on-site assessment work by August 28, 2024. The marine environmental management assessment plan for 2025 was discussed in response to the revision of the Marine Pollution Prevention Act and past implementation issues to align with future promotion procedures and fairness. An online discussion meeting was held on October 21, 2024, to gather opinions from experts, scholars, and local governments for revisions, and the approved version was completed and sent to local governments on November 5, 2024.
