    113年推廣海廢再生聯盟及輔導海廢回收再利用作業計畫-成果報告

    「海廢再生聯盟」成立以來皆以鏈結公私部門並創造海洋廢棄物的再利用價值,以解決國家公共議題為目的,本計畫為長遠的推動海洋廢棄物回收再利用、促進海洋環境保護,並確保聯盟的自主運作和永續發展,從法規面、營運面研析同質性的民間團體轉型策略,針對組織屬性、架構任務分工等項目,研擬海廢再生聯盟規章、組織任務及運作模式。
           聯盟經過4年營運,成員屬性及海廢產品廣度已逐步擴張,因此今年採取重點式邀請具亮點的終端產品/品牌業者或通路/電子商務業者,如:高昌貿易股份有限公司厝內分公司運用募資平台打造海廢轉生學習桌椅、擁有B2B電商模式與Podcast品牌行銷的新城視文化事業有限公司,有助於擴大聯盟的影響範圍,同時也可提高現有成員的參與度和價值, 2024年會員數已達60家,數量增長9家,包含回收業者1家、再利用機構2家、海廢產品供應/設計商4家、品牌商1家及支援服務單位1家。
            本年度辦理海廢再生聯盟成員年會暨交流觀摩活動,並頒發「海廢再生供應鏈影響力獎」予20家海廢再生聯盟成員,現場也展示海廢再生產品並邀請企業進行專題分享,同時透過詠麗生技企業參訪及現場成員間的交流,促進更多合作可能。
            另外在各縣市海廢回收再利用作業的關懷輔導方面,則積極掌握2024年各地方政府之廢漁網(蚵繩)、海廢保麗龍回收(浮具)清除及回收再利用計畫推動情形,透過定期回報及「海洋廢棄物回收再利用資訊交流平台」,收集並彙整13縣市海廢回收量,確保數據的準確性和透明度,並進行海洋廢棄物之資訊上架及後續應用媒合,在協助公私部門的海廢回收再利用收購方面,今年已成功媒合3案以上,包含地方政府與「海廢再生聯盟」鏈結合作、海廢產品供應商與回收再利用業者媒合,以及B2B企業合作。
            積極推廣海廢再生聯盟的理念,今年已完成5場次行銷展示活動,在端午連假期間,配合「國家海洋日」,於屏東海生館自辦海廢再生推廣活動,以遊戲互動方式讓許多民眾進一步認識海洋廢棄物再利用之可能,成效良好;6月中辦理「2024第五屆國家海洋日」海洋市集展示活動,透過現場講解並搭配海洋廢棄物回收再利用之整體生命週期串接解說,促使海洋廢棄物回收再利用實績被更好地曝光,拉進參觀民眾及企業與海廢再利用產品的距離;9月份則舉辦2場次,分別是「潛境海洋.保育前進」海洋保育主題特展、臺灣國際漁業產業展,以及10月的2024臺灣氣候行動博覽會,累積超過5,000位以上參觀者造訪,有助於公眾及機關團體對於海洋環境保護意識的提高,更促成海廢循環商機。
            此外,為增進聯盟成員間的互動機會,今年分別以「共創綠色商機」與「海廢產業永續發展」為主軸的工作坊,以激發海廢再生聯盟成員間的合作,共同探討海廢再利用的可能性,鼓勵更多成員參與討論海洋廢棄物再利用的新思路和方案,並且逐步建構聯盟的組織運作、成員的權利及義務,為聯盟後續的永續發展打下穩固基礎,最終構建完善的海廢再生聯盟的長遠發展。
            為利各式海廢去化回收,協助更新之第十二批海廢回收再利用業者名單,廢漁網回收業計有13家、再利用業者計13家;海廢保麗龍回收業者計有6家、再利用業者計有9家;廢浮球回收業者計有3家、再利用業者計有4家,有助於各縣市未來在執行廢漁網回收再利用層面上與利害關係者能更有密切的合作,共同執行海廢回收再利用之目標。
            總結本計畫執行成果,海廢再生聯盟的推廣有成,2023年會員總數為51家,113成長至60家,成長率約為17.65%;而「海洋廢棄物回收再利用資訊交流平台」使用數據顯示年度流量與內容產出比分析出會員在使用行為效率從12%提升至16%,顯示會員使用平台的深度提高;多元管道的宣傳效益在臉書社群媒體的曝光貼文共有按讚數751人次,留言數210人次,分享數97人次;網路新聞的點擊數共有1,444人次。另外也彙總聯盟成員辦理的活動共計80場次,於媒體曝光約23場記者會、47場展覽露出、105則社群平台曝光及127則媒體報導,觸及人次約685,890人。
            整體而言,海廢再生聯盟在推動海洋廢棄物回收再利用方面取得顯著成果。聯盟自成立以來,持續擴大成員基礎,透過創新的合作模式和積極的推廣活動,成功吸引了更多企業參與,並在提升公眾意識與促進產業發展方面發揮了重要作用。尤其在海廢回收量、再利用率及宣傳效益等方面,都顯示出良好的成效,證明了聯盟在海洋環境保護和永續發展的推動中正發揮著關鍵的引領作用。未來,聯盟將持續加強與地方政府及民間單位的合作,進一步拓展海廢再利用的產業鏈,並致力於構建更完善的運作模式,實現海洋環境保護與資源永續利用的長遠目標。

    Abstract
    Since its establishment, the Marine Waste Recycling Alliance has focused on linking the public and private sectors to create the value of marine waste reuse, aiming to address national public issues. This project is designed to promote the long-term recycling and reuse of marine waste, protect the marine environment, and ensure the autonomous operation and sustainable development of the alliance. It analyzes the transformation strategies of similar civil organizations from the perspectives of regulations and operations, and develops the alliance's bylaws, organizational tasks, and operational models based on the organization's attributes and structure.
    After four years of operation, the alliance's membership and the scope of marine waste products have gradually expanded. This year, the alliance adopted a targeted approach to invite standout terminal product/brand companies or distribution/e-commerce operators, such as Kao Chang Trading Co., Ltd. and its branch using crowdfunding platforms to create marine waste-recycled learning desks and chairs, and Xincheng Vision Cultural Business Co., Ltd., which has a B2B e-commerce model and Podcast brand marketing. This strategy helped expand the alliance's influence, increase member participation, and raise the value of existing members. By 2024, the number of members has reached 60, an increase of 9 members, including 1 recycling operator, 2 reuse organizations, 4 marine waste product suppliers/designers, 1 brand owner, and 1 support service unit.
    This year, the alliance organized the annual member conference and exchange activities, presenting the "Marine Waste Recycling Supply Chain Influence Award" to 20 alliance members. At the event, marine waste-recycled products were displayed, and business representatives were invited to give specialized presentations. Through a visit to Yongli Biotech and member interactions on-site, more collaborative opportunities were fostered.
    Furthermore, the alliance actively tracked the status of marine waste recycling and reuse operations in various counties and cities, focusing on the recovery of waste fishing nets (oyster ropes) and Styrofoam (buoys) in 2024. Through regular reporting and the "Marine Waste Recycling and Reuse Information Exchange Platform," data from 13 counties and cities were collected and organized, ensuring accuracy and transparency. The platform also facilitated the matching of marine waste recycling and reuse suppliers with local governments, leading to successful matches for over 3 cases involving local government cooperation, marine waste product suppliers, and B2B businesses.
    The alliance has actively promoted its concept through 5 marketing and exhibition activities. During the Dragon Boat Festival, it held a marine waste recycling promotion event at the National Museum of Marine Biology and Aquarium, engaging the public through interactive games to raise awareness of marine waste reuse. Additionally, the "2024 Fifth National Marine Day" ocean market exhibition, "Marine Conservation and Forward Movement" themed exhibition, and the Taiwan International Fisheries Industry Expo in September, along with the 2024 Taiwan Climate Action Expo in October, attracted over 5,000 visitors, further increasing public and organizational awareness of marine environmental protection and fostering marine waste recycling business opportunities.
    Moreover, workshops centered on "Co-Creating Green Business Opportunities" and "Sustainable Development of the Marine Waste Industry" were held to inspire cooperation among alliance members. These discussions explored new approaches and solutions for marine waste reuse, gradually building the operational structure, rights, and responsibilities of members, laying a solid foundation for the long-term sustainability of the alliance.
    To facilitate the recycling of various marine waste materials, the alliance updated its 12th batch of marine waste recycling and reuse operators, with 13 companies for fishing net recycling, 13 for reuse, 6 for Styrofoam recycling, 9 for reuse, and 3 for buoy recycling with 4 reuse operators. These updates will help foster closer collaboration among stakeholders in the future.
    In conclusion, the Marine Waste Recycling Alliance has made significant progress in promoting the recycling and reuse of marine waste. Membership has grown from 51 to 60 members in 2023, reflecting a growth rate of about 17.65%. The "Marine Waste Recycling and Reuse Information Exchange Platform" usage data showed increased member engagement, with efficiency rising from 12% to 16%. The alliance’s efforts were also reflected in social media exposure, with 751 likes, 210 comments, 97 shares, and 1,444 clicks on online news, and 80 events generating media coverage that reached around 685,890 people.
    Overall, the alliance has demonstrated a key role in marine environmental protection and sustainable development. Looking ahead, the alliance will continue to strengthen collaboration with local governments and private sectors, expand the marine waste reuse industry chain, and work toward a more refined operational model to achieve long-term goals in marine environmental protection and resource sustainability.
