OCA Signs MOU with CEDRE to Strengthen Power in Marine Pollution Prevention and Emergency Response

To enhance horizontal linkage mechanisms among the marine pollution response authorities at all levels in Taiwan and promote their professional knowledge and executive function in dealing with large-scale leakage accidents, Chung Ching-Ta, Deputy Minister of the Ocean Affairs Council led a delegation of 19 members from the Ocean Conservation Administration, the Coast Guard Administration, and the relevant competent authorities of local governments to visit, from August 25 to September 6 this year, the Centre of Documentation, Research and Experimentation on Accidental Water Pollution (CEDRE) in France and attended a training course on “Cultivation of Manpower to Handle Marine Pollution Caused by Oil and HNS Spills”.

In view of the fact that marine pollution prevention and control has been a common problem facing the world and in order to avoid marine oil and HNS spills, the Ocean Conservation Administration (OCA) has drafted the "Domestic and Foreign Training Programs for Marine Oil Pollution Prevention and Treatment" in accordance with the "Major Ocean Oil Pollution Emergency Response Plan" approved by the Executive Yuan. To better carry out the training programs, the OCA intends to sign a memorandum of understanding with the CEDRE, a training institution certified by the International Maritime Organization to provide training for different levels of oil, HNS and other pollutants pollution. It is hoped through the signing of this MOU that both sides can cooperate to strengthen marine pollution prevention and response capabilities, marine pollution prevention technologies, exchange of information on marine research and so on. It is also hoped that both sides can work together to eventaully promote sustainable oceans and environmental resources.

Under the witness of Chung Ching-Ta, Deputy Minister of the Ocean Affairs Council and Gu, Minister of the Taipei Representative Office in France, the memorandum of understanding was signed between Julia Hsiang-Wen HUANG, Director-General of Ocean Conservation Administration, Ocean Affairs Council, and Stéphane DOLL, Director of the CEDRE. The MOU aims to strengthen cooperation in investigation of marine accidents, the implementation of experiments, the collection and release of information on environmental impacts by pollution accidents, the establishment of contingency planning and personnel training, and professional exchanges in other aspects of the sea areas. We hope that signing the MOU will not only pave a new milestone for cooperation in the marine environment conservation but also encourage active domestic investment in marine pollution prevention and conservation work.
