Through bilateral exchanges, the OCA conducted discussions on international marine conservation topics and established contact channels with the Birdlife International, Nature Conservancy, and other international NGOs, as well as actively participated in international marine conservation affairs. The goal is to convert the discussions into domestic conservation actions.

2019 Taiwan – U.S. bilateral marine conservation exchange

To promote exchanges and cooperation between Taiwan and the U.S. on marine conservation issues, improve Taiwan’s capability in implementing marine conservation, and protect the world’s marine environment together, the Ocean Conservation Administration visited the Environmental Protection Agency (EPA) and the National Oceanic and Atmospheric Administration (NOAA) in Washington ,D.C., from __July__ 22 to _ July ___ 25, 2019 to exchange opinions on marine conservation issues, such as marine environment protection, marine waste governance, marine wildlife conservation, stranding rescue, marine protected areas, ocean pollution monitoring cooperation, and marine law enforcement. In addition, the delegation met with Dr. Randall Reeves, the chairman of the cetacean group in the International Union for Conservation of Nature’s (IUCN) Species Survival Commission to discuss the direction of conserving Taiwan’s Chinese white dolphins. The delegation also met with Ambassador David Balton of the Wilson Center (an American think tank) to exchange opinions on Taiwan’s participation in marine conservation-related international organizations and strategies for the APEC OFWG. In addition to exchanges of experience and opinions by both parties, the OCA also expressed to the U.S. that Taiwan has established new marine conservation agencies to set a foundation for future Taiwan – U.S. marine conservation topic exchanges.

Discussed marine mammal, sea turtle, and endangered species evaluation standards with marine wildlife conservation experts from NOAA.  
Shared the establishment of the Taiwan – U.S. marine oil and waste monitoring mechanism and its results with the NOAA marine oil monitoring team.  
Discussed Taiwan’s Chinese white dolphin conservation plan and exchanged global cetacean conservation experience with Dr. Randall Reeves (first on the right), the chairman of the cetacean group in the IUCN Species Survival Commission.
