APEC Marine Debris Stakeholder Meeting: Improving Data and Coordination and Developing New Partnerships


The “APEC Marine Debris Stakeholder Meeting: Improving Data and Coordination and Developing New Partnerships” was held in Bali, Indonesia from November 2 to November 3, 2018. A total of 12 economic bodies attended. This meeting was a continuation of the OOC held at the same location from October 29 to October 30, 2018. The objective of this meeting was to update the 2009 marine waste economic cost report. The APEC OFWG published the “Understanding the Economic Benefits and Costs of Marine Waste Management in APEC Regions” in 2009. The report indicated that marine waste causes a loss of nearly US$ 1.3 billion per year in APEC economic bodies, which caught the attention of the various economic bodies. Because related data were not updated for nearly a decade, the 2018 APEC OFWG once again worked with the University of Wollongong (Australia) to provide an updated project to APEC. APEC approved the project and provided funding support. In addition to updating the 2009 report data, this conference also discussed the research direction from 2018 to 2019. Attendees included representatives from various APEC economic bodies, government agencies, private institutions, and NGOs. Conference conclusions include the following: (1) economic bodies such as the U.S., Japan, Korea, Thailand, Indonesia, and the Philippines used different coordination mechanisms to ensure that related/correct government agencies, private institutions, and NGOs cooperate with each other, and that cross-field stakeholders stay connected and implement actions; (2) Indonesia and Sri Lanka used a partnership between public and private agencies to help promote waste recycling and reuse policy to solve the problem of insufficient government funding, increase income by private institutions, and improve environmental management problems; (3) the APEC project will continue to collect related references (already discussed Australia, the Philippines, Chile, the U.S., and Taiwan) and focus on real cases and implementation experience, such as the case experience shared at this forum. Other case examples are also welcome. After relevant data were compiled, they were published at the 2019 APEC Ocean and Fisheries Working Group. After being discussed in the working group, the data will be sent to the senior APEC official conference and leader conference for utilization.
