    海洋委員會於112年9月6日及7日在台北主辦為期2天之「APEC第22屆企業/私人部門參與海洋環境永續性圓桌會議」,14位來自澳洲、印尼、日本、韓國、泰國及我國講者於會中就「離岸風場開發下之海洋保育發展」及「藍碳經濟發展現況與挑戰」進行報告,與會者熱烈交流,成果豐碩。
           本圓桌會議由海洋委員會管碧玲主任委員及APEC海洋與漁業工作小組Ms. Mónica Rojas Noack主席致開幕詞,海洋保育署黃向文署長針對我國推動海洋保育發展進行專題演講。澳洲、智利、中國大陸、印尼、日本、韓國、馬來西亞、墨西哥、紐西蘭、巴布亞紐幾內亞、菲律賓、我國、泰國、越南等14個經濟體共同與會,針對如何在海洋環境保護與永續發展的前提下推動綠能與海洋保育共榮及藍碳經濟發展,進行經驗分享與對話,吸引產官學研各界等逾百人次以實體與線上方式參與會議。
           海委會針對「離岸風場開發下之海洋保育發展」主題,邀請國內外講者包括:日本農林水產省Masanori Miyahara顧問、我國彰化區漁會洪一平秘書、風睿能源股份有限公司林雍堯董事長、臺灣海洋大學邵廣昭榮譽講座教授、韓國海洋水產開發院Jongseo Yim資深研究員、沃旭能源公司李之安企業永續資深經理以及澳洲Ross分析公司負責人Keith Reid博士。透過日本專家及國內專家的分享認識到離岸風場發展下漁業及海洋生態如何與其共榮發展;也藉由國內離岸風場開發商角度探討如何在風場發展過程中提升海洋保育及環境永續性;透過韓國及澳洲專家的分享中了解海洋空間規劃過程及如何執行離岸風場開發下的海鳥風險評估。
           會議第二天以「藍碳經濟發展現況與挑戰」為主題,邀請到的貴賓講者包括:國際組織CIFOR-ICRAF的印尼Daniel Murdiyarso首席科學家、中興大學生命科學系林幸助終身特聘教授、中國文化大學環境設計學院郭瓊瑩主任、泰國宋卡王子大學生物學系海洋科學學習中心Sakanan Plathong講師、國立臺灣海洋大學海洋環境與生態研究所曾筱君副教授、澳洲海洋科學院與CDU-RIEL博士後研究員Benjamin Brown以及關渡自然公園管理處環境保育部葉再富主任。藉由印尼及澳洲專家的分享中認識到其他經濟體在藍碳發展的情形;也透過國內專家在數據及管理層面的研究進一步了解藍碳對淨零的重要性;從泰國專家的分享中認識藍碳與沿岸社區發展的關係。
           與會專家皆認同,利害關係人與跨部門間的合作,有利於達成區域內永續藍色經濟與海洋保育共榮目標,而其中地方政府和政策執行扮演關鍵角色。此外,透過國際夥伴關係及新興議題探討,以強化區域海洋政策對話之更新與一致性,有助亞太區域集體推動淨零目標及永續經濟。此次圓桌會議之成果,將進一步向APEC海洋與漁業工作組報告,作為APEC區域內促進海洋環境保育與資源永續發展之重要參考。
    海保署為擴大區域經濟體與地方交流機會,於會議結束次(8)日安排桃園許厝港國家級濕地及苗栗龍鳳漁港參訪活動,邀請國內外講者參觀復育紅樹林溼地、苗栗離岸風場、龍鳳白海豚海洋驛站,並邀請擔任鯨豚觀察員的漁民與國內外講者對話交流。海保署表示期望藉由參訪行程,使國外講者能更深入了解臺灣在兩個會議主題中實際海洋保育發展,進一步促進我國在地利害關係者與國際交流機會。
           海保署黃向文署長表示,感謝APEC經濟體以及實體與線上與會者的參與及交流。透過本次會議了解到APEC區域內會員體在面對氣候變遷與邁向淨零碳排目標趨勢下推動永續海洋環境與經濟發展之相關作為,臺灣也將持續與其他經濟體共同為區域內加速永續海洋環境發展目標提出貢獻與具體行動。

    The 22nd APEC Roundtable Meeting on the Involvement of the Business/Private Sector in the Sustainability of the Marine Environment has ended with success and the on-site visits further strengthened international and local exchanges

    Ocean Affairs Council held “The 22nd APEC Roundtable Meeting on the Involvement of the Business/Private Sector in the Sustainability of the Marine Environment” from 6 to7 September 2023 and it has ended with fruitful outcomes. Following the opening remarks delivered by Minister Bi-Ling Kuan, Ocean Affairs Council and Ms. Mónica Rojas Noack, Lead Shepherd of APEC Ocean and Fisheries Working Group (OFWG), Dr. Julia Hsiang-Wen Huang, Director-General of Ocean Conservation Administration, deliberated the Keynote Speech about domestic promotion of marine conservation development.  Representatives from 14 APEC economies, including Australia, Chile, China, Indonesia, Japan, Korea, Mexico, New Zealand, Papua New Guinea, Philippines, Taiwan, Thailand and Vietnam participated in the meeting. The meeting aimed to promote the coexistence of green energy and marine conservation, as well as the development of blue carbon economy, under the premise of ocean environmental protection and sustainable development. The event featured experience sharing and dialogue, attracting over a hundred participants from various sectors such as industry, government, academia, and research, both physically and online.
          Ocean Affairs Council had invited 14 distinguished speakers for the Meeting. For Topic one “Development of Marine Conservation under Offshore Wind Farm Operations,” the list of speakers included: Masanori Miyahara, Advisor to the Ministry of Agriculture, Forestry and Fisheries , Japan, Yi-Ping Hung, Secretary-general, Changhua Fisheries Association of Taiwan, Lucas Lin, Chairman, Synera Renewable Energy, Taiwan, Kwang-Tsao Shao, Emeritus Chair Professor, National Taiwan Ocean University, Jongseo Yim, Senior Researcher, Korea Maritime Institute, Korea, Chih-An Lee, Senior Sustainability Advisor, Ørsted Asia Pacific, and Keith Reid, Director of Ross Analytic, Australia. The co-existence and co-prosperity between offshore wind farms and fisheries/marine ecology were shared by Japanese and domestic experts. The Meeting also discussed about how to improve marine conservation and environmental sustainability during the development of wind farms from the perspective of offshore wind farm developers. Through the sharing from Korean and Australian experts, the process of marine spatial planning and how to implement the seabird risk analysis were learned. 
          For Topic 2 “Updates and Challenges of Blue Carbon Economy” in Day 2, the speaker list included Daniel Murdiyarso, Principal Scientist of CIFOR-ICRAF, Indonesia, Hsing-Juh Lin, Lifetime Distinguished Professor, Department of Life Sciences, National Chung Hsing University of Taiwan, Monica Kuo, Chair and Dean, Department of Landscape Architecture, Environmental Planning & Design College, Chinese Culture University of Taiwan, Sakanan Plathong, Lecturer, Department of Biology Faculty of Science Prince of Songkhla University, Thailand, Hsiao-Chun Tseng, Associate Professor, Institute of Marine Environment and Ecology, National Taiwan Ocean University, Benjamin Michael Brown, Joint Postdoctoral Researcher, CDU-RIEL and Australian Institute of Marine Science, Australia, and Zai-Fu Ye, Director, Department of Conservation, Guandu Nature Park of Taiwan. Through the sharing of Indonesian and Australian experts, the development of blue carbon in other economies was learned. Through the research conducted by domestic experts in data and management aspects, the importance of blue carbon for achieving net-zero was further understood. From the sharing of Thai expert, the relationship between blue carbon and the development of coastal communities was learned.
          It is widely agreed by experts in the Roundtable Meeting that cooperation between stakeholders and interagency collaboration will help pursue the co-prosperity between sustainable blue economy and marine conservation, for which local government and locally executed policies are of critical importance. Discussion and consensus reached in the Roundtable Meeting will be compiled into a policy recommendation paper and be submitted for the endorsement of APEC OFWG, which is expected to be an important reference for APEC’s future cooperation on sustainable development of marine environment.
          In the hope of creating exchange opportunity for international/domestic experts and local communities, Ocean Conservation Administration held a field trip after Meeting on 8 September by visiting Xucuogang Important Wetland (Wetland of National Importance), Taoyuan, and Long Fong Fishing Port, Miaoli. The experts were invited to visit the restored mangrove wetland, Offshore Wind Farm: Formosa I & II, White Dolphin Station, and to exchange with the fishermen who are also Taiwan Cetacean Observers (TCO). OCA expected that this field trip could deepen foreign experts’ insights about Taiwan’s marine conservation development under two main topics of the meeting, as well as promote the international exchange opportunity for local stakeholders.
          Dr. Julia Hsiang-Wen Huang, Director-General of OCA, appreciated the in-person and virtual participation of APEC economies and the guests. During this exchange opportunity, it was understood that APEC member economies were taking relevant actions towards promoting sustainable marine environment and economic development in the face of climate change and the goal of achieving net-zero carbon emissions. Taiwan will continue to make contributions and take actions together with other economies to accelerate the development of the sustainable marine environment in the region.
