本計畫將藉由盤點與比對國內外海域環境品質標準項目與水質綜合評估指標、彙整國內外海域水質及港區底泥監測計畫資訊,協助機關持續檢討海域監測項目、品質標準;並參酌監測項目與品質標準,針對海域監測站設置點位提出建議。另收集國外海域水質微生物快速檢測方法,建立海水浴場海水微生物快速檢驗技術技術(ATP生物冷光反應法),針對國內4座海水浴場進行實際樣品108點次檢測,並研擬相關方法驗證流程及查核規劃。此外,本計畫持續辦理海域水質監測單位檢驗室之相關計畫書及報告審查作業,並辦理海域水質及港區底泥樣品及實驗室查核,以監督海域水質檢測之數據品質。針對全氟化合物,本期計畫延續前期計畫調查成果,於具較高污染潛勢,如鄰近公共污水處理廠或廢棄物掩埋場等陸域污染源或其承受水體之海域監測點,辦理海域水質全氟化合物之流布調查。計畫另藉由彙整海洋水質相關指標,辦理海域水質相關指標專家諮詢會議,參考TaiBON海域水質優養化指標(EI),評估國內海域水質優養化分級狀態。計畫另彙整海域監測品質項目與海灘水質及養殖區海域水質相關標準,以完備海域水質環境監測檢測品質制度。
Abstract
This project inventoried and compared the environmental quality standards for marine waters, comprehensive water quality assessment index, and port sediment monitoring programs among various countries. The project assisted authorities in reviewing marine monitoring items and quality standards. Based on these standards, suggestions on monitoring stations will be made for marine areas. Additionally, rapid microbial detection methods for marine water quality were collected to establish rapid microbial testing techniques for recreational beaches using ATP bioluminescence. The project used ATP bioluminescence testing method on 4 beaches in Taiwan. Based on the testing results, related verification processes and audit plans were developed. Furthermore, it continued reviewing relevant project documents and reports from laboratories conducting marine water quality monitoring, as well as auditing water and sediment samples and laboratory practices to ensure data quality.For Per-and polyfluoroalkyl substances (PFAS), according to the previous surveys, the project conducted distribution assessments at marine monitoring stations with higher pollution potential—such as those near public sewage treatment plants or landfill sites, which are considered land-based pollution sources or recipient water bodies. The project also consolidated relevant marine water quality index, holding expert advisory meetings on marine water quality indicators, and, using the TaiBON Eutrophication Index (EI) as a reference, assess the eutrophication levels in domestic waters. The project also collected marine monitoring quality standards for beach water quality and aquaculture zones in order to complete a system for marine environmental quality monitoring and testing.
